Last month the former congressman from El Paso said he would "absolutely" support tearing down existing barriers along the southern border with Mexico.

O'Rourke plans to follow his announcement with a trip to Iowa, the state that will hold the first Democratic nominating contest in February 2020.

Democratic presidential candidate Beto O'Rourke on Thursday called for ending the "federal prohibition on marijuana" because of the way United States drug laws disproportionately put minorities in prison.

Beto O'Rourke launched a run on Thursday for the 2020 Democratic presidential nomination, hoping his message and the fame gained from his unsuccessful election challenge against U.S. Senator Ted Cruz in Texas a year ago set him apart from a diverse field.

"Whereas Obama is from the tail end of the baby boom, Beto O'Rourke is quintessentially Generation X, weaned on Star Wars and punk rock and priding himself on authenticity over showmanship and a healthy skepticism of the mainstream".

O'Rourke has three days of campaign events in Iowa planned and has promised to travel the country listening to would-be voters.

O'Rourke went through a list of Democratic priorities, including health care, climate change, family separation and criminal justice reform, gesturing or chopping with his hands to emphasize each point.

"He has a lot of hand movement".

Of late, O'Rourke has tried to distance himself from some left-leaning candidates, such as Sanders and Senator Elizabeth Warren of MA, whom Trump has derided as "socialists".

"There's a lot in O'Rourke's record we're wary of, most notably his comment during a Senate debate past year that it's a false choice between fossil fuels and renewable energy".

Asked if he was more threatened by O'Rourke or former Vice President Joe Biden, Trump said: "whoever it is I'll take him or her on".

O'Rourke was first elected to Congress in 2012, upsetting eight-term Rep. Silvestre Reyes in the Democratic primary.

While offering few specifics about his vision for the nation, O'Rourke told Vanity Fair, "I want to be in it".
