Kim Jong-un says economic development is the most urgent task

The Center for Strategic International Studies' Beyond Parallel last week published satellite images from March 6 and March 8 that shows new activity on a launch pad in northwestern North Korea consistent with preparations for a missile or satellite launch.

Besides potentially angering Mr Trump, North Korea must avoid undercutting support for sanctions relief from China and Russian Federation.

Bolton said he was "not aware of any" contact with the North since the Hanoi summit but was expecting an update Monday from his South Korean counterpart.

"We see exactly what they are doing", he said.

Donald Trump's national security advisor said Sunday that the U.S. president would be "pretty disappointed" if North Korea conducted a new missile test, but he refused to confirm reports that such a test may be near.

Bolton said that Trump "is confident in his relations with Kim Jong Un".

Staunch U.S. ally Japan is keeping a wary eye on the dialogue between the United States and North Korea amid concern a deal between those old foes could lead to a scaling back of U.S. commitments in East Asia.

Biegun said that at last month's Hanoi summit, Trump rejected Kim's offer to eliminate a portion of his nuclear program in exchange for lifting "basically all" of the global sanctions.

In the weeks since the summit, the Trump administration's position appeared to have hardened, with USA special representative on North Korea Stephen Biegun telling the Carnegie Endowment for International Peace's nuclear conference Monday that the U.S.is "not going to do denuclearization incrementally". "We look every day at the intelligence".

"The technology for making sure you put the satellite into the right orbit is the same technology for making sure the missile is on the right course", Dr Lewis said, noting that previous North Korean space launches used older technology.

"In all cases, the expectation is a complete denuclearization of North Korea as a condition for all the other steps being taken", the official said. "Let's see what happens, but I would be very disappointed if I saw testing".

President Donald Trump and North Korean supreme leader Kim Jong Un wait during their second summit at the Sofitel Legend Metropole Hanoi, on February 28. But the meeting collapsed over an impasse over how many weapons sites North Korea would shut down and the extent of economic sanctions relief the USA would offer in return.
