Biegun said that at last month's Hanoi summit, Trump rejected Kim's offer to eliminate a portion of his nuclear program in exchange for lifting "basically all" of the global sanctions.

In the weeks since the summit, the Trump administration's position appeared to have hardened, with USA special representative on North Korea Stephen Biegun telling the Carnegie Endowment for International Peace's nuclear conference Monday that the "not going to do denuclearization incrementally". "We look every day at the intelligence".

"The technology for making sure you put the satellite into the right orbit is the same technology for making sure the missile is on the right course", Dr Lewis said, noting that previous North Korean space launches used older technology.

"In all cases, the expectation is a complete denuclearization of North Korea as a condition for all the other steps being taken", the official said. "Let's see what happens, but I would be very disappointed if I saw testing".
