President Trump, "There was no collusion, Matt Whitaker is right".

The counterintelligence aspect consisted of determining whether Trump was knowingly or unknowingly working for Moscow and whether he was a threat to national security, the newspaper reported. Manafort allegedly lied to the Mueller investigation about all these actions. The Times said it was unclear whether Mueller was still pursuing it.

President Trump said he was unaware of Mr. Whitaker's past statements about Mr. Mueller's probe and that he would "not get involved" if Mr. Whitaker moved to curtail it.

The grand jury empaneled by the special counsel has been extended for another six months, however, signaling that the probe may continue beyond the winter. Apparently, the bureau's knowledge of the Trump Tower meeting, and Trump's July 2016 press conference request - "Russia, if you're listening, I hope you're able to find the 30,000 emails that are missing - wasn't enough to pull the trigger on an inquiry".

However, Giuliani told Reuters at the time, he would not answer questions on whether he tried to obstruct the investigation once he won office, such as by firing former FBI Director James Comey.

Special counsel Robert Mueller took over the investigation when he was appointed soon after Comey's firing.

The Times reports that FBI agents and some top officials became suspicious of Trump's ties to Russian Federation during the 2016 presidential campaign but didn't launch an investigation at that time because they weren't sure how to approach such a sensitive and important probe, according to the sources.

No evidence has emerged publicly that Trump was secretly in contact with or took direction from Russian government officials.

"The question is, was this in return for a promise of something from the Russians, and did the candidate, now the president, know about it?" he asked, before adding that it "would be "a conspiracy" even if the Trump campaign never received anything of value from the Russians.

One of those biggest charges is onto Trump's former personal lawyer Michael Cohen, who was sentenced to three years in prison for financial crimes and arranging hush money payments to two women who claimed to have affairs with Trump before the 2016 election.

If the report is not made public, however, Congress could issue a subpoena to try to force its release.
