However, if they were lifted, by allowing cross-border barter trade - in which goods, but no actual currency crosses borders - North-South trade could feasibly resume without violating global sanctions.

As for reaction to the news of Kang's announcement, US President Donald Trump said the South Korean proposal to lift some unilateral sanctions will only take place with his say-so. "They do nothing without our approval", Trump said. "They won't do it without our approval".

While arguing that improved inter-Korean relations could possibly facilitate progress in larger nuclear negotiations between the USA and North Korea, Cho said Seoul isn't ready yet to campaign for reduced pressure against its rival.

Unification Minister Cho Myoung-gyon said Thursday removing the sanctions has not been seriously considered and would be hard to do unless North Korea acknowledges responsibility for the 2010 attack.

"The three parties also oppose unilateral sanctions", the Chinese foreign ministry said in a statement released the day after the three countries' deputy foreign ministers held talks in Moscow.
