Virginia governor declares emergency ahead of Charlottesville anniversary

The violence culminated with a man driving a auto into a crowd of counter-protesters, killing a woman and injuring 19 people.

Two Virginia state troopers who were assisting the authorities by observing the unrest from the air died when their helicopter crashed on August 12.

In downtown Charlottesville, Va., authorities are limiting auto and pedestrian traffic, dozens of police in riot gear are patrolling a park in the city's center and some residents have left town in case the weekend turns violent.

Washington DC police have closed traffic in certain parts of the city ahead of the event, and are stepping up patrols as a precaution.

NPS has also granted permits for two counter-protests, including one for activist group ANSWER Coalition.

Fencing and rails have been placed on Confederate monuments throughout the city.

On Thursday, the National Park Service approved a permit for a Unite the Right Rally in D.C.'s Lafayette Park.

Around 10 a.m. Saturday, when many shops were beginning to open, law enforcement officers outnumbered visitors in the popular downtown shopping district. "We 100% are going to make sure that groups remain separate".

Lisa Woolfork, a University of Virginia professor and Black Lives Matter Charlottesville organizer, told the Associated Press that police are mounting a "huge, overwhelming show of force to compensate for last year's inaction".
