The G7 in Charlevoix formally kicks off with a session on jobs of the future and the state of the global economy, which is where Trudeau and others will push Trump to roll back the tariffs, said Canadian government officials who briefed journalists on the condition of anonymity.

A Canadian government official, speaking on the condition of anonymity to discuss diplomatic relations, said there have always been one-on-one talks as part of the NAFTA negotiations but noted that the trade pact is a three-country agreement and that any resolution would require all three countries to sign on together. But growers will look for other export markets to make up for lost sales to Mexico. "To suggest that it's news that Congress would want to reclaim powers that belong to the executive branch, I don't think is exactly newsworthy", he said on CNN.

Mexico announced its response to Trump's move last week but it did not provide details of tariff levels or a full list of products at the time.

"In no way is this [tariff list] publication revenge".

The peso turned lower after White House National Economic Council Director Larry Kudlow said Trump was "seriously considering " splitting North American Free Trade Agreement talks into separate processes for Mexico and Canada.

If the United States removes its tariffs, Mexico will do the same, Baker added.

The industry officials said the new pork tariff schedule will be published on Tuesday in Mexico's official gazette and will go into effect on Wednesday.

Washington also plans to announce new restrictions on Chinese investment in the United States along with additional export controls by the end of the month.

Prime Minister Justin Trudeau's office says he spoke to provincial and territorial premiers on Monday to update them on Ottawa's response to the "unacceptable" USA steel and aluminum tariffs.

"What Canada needs to do is stand with its best neighbour, best partner, best friend in the world in the USA and lock arms and fight against the countries who are abusing us".

The U.S. had a $17.5 billion goods deficit with Canada in 2017 and - when services are included in the measurement - an overall surplus of $8.4 billion with Canada in 2017, according to the Trade Representative's office.
